Project Description

Since 2017, the Local Government of Quezon City, through the Quezon City Health Department (QCHD), in partnership with Vital Strategies and Bloomberg Philanthropies, is taking steps toward the effective regulation of the selling and promotion of sugar-sweetened beverages among preparatory, elementary and high school students in private and public schools. This includes the development and passage of Ordinance No. SP-2579, S. 2017, as well as the finalization and implementation of its implementing rules and regulations (IRR) across the city.

To track the systematic implementation and achievement of the ordinanceā€™s desired outputs and outcomes, a monitoring and evaluation (M&E) plan, which includes the M&E framework, must be developed. The M&E framework will facilitate understanding of the processes and results of implementing the IRR, thereby providing the implementers an opportunity to modify its provisions until the desired outcomes and impacts are achieved.

Under this project, FETPAFIĀ  provided technical assistance on the development and administration of an M&E plan. Furthermore, FETPAFI was tasked to:

  1. Develop an M&E plan for the implementation of the ordinance and its IRR (key results, key performance indicators to be measured, data collection activities, data source, data collection/ monitoring tools, and human and financial resources to be mobilized);
  2. Conduct M&E activities using developed data collection/monitoring tools to review the first year of IRR and project implementation;
  3. Analyze data collected; and
  4. In partnership with the Quezon City Health Department, draw recommendations based on the M&E findings.

The project activities were completed in January 2019. FETPAFI was able to develop and submit the following to QCHD and Vital Strategies:

  1. Final Monitoring and Evaluation (M&E) Plan, which will include the M&E Framework;
  2. End-Year Assessment Workshop and Report; and
  3. Project Financial Report.
